How do i make a list in the publishing section.
Do i need to add the <ul></ul> and <li></li> in my template or is there another way?

I’m going to presume that you are trying to do a list in a custom field and it’s not working…if that’s the case…You’ll need to turn the “safe html” option off…Lists aren’t included in safe… Docs
If I’m guessing wrong, you’ll need to explain in a little more detail.

If a custom field is only going to contain lists, then there is also a plugin, List Maker which will make this very easy for your content editors.
