The weblog categories tag has the “show_empty” parameter which if set to “no” only displays categories which has posts associated with them and in any status other than “closed”.

How would you only show categories with associated posts and only in “open”? For instance if a category only had one posts associated with it but in a custom status such as “pending” the category would not be displayed.

There isn’t a default way to do it- though it would make a good feature request.  (I think it may have been requested before.)  At the moment, that leaves you with hacking or writing your own version as a plugin.
