I downloaded a site theme from the EE theme section but I do not understand how to change the default to the new theme I uploaded. I am assuming this is in the control panel somewhere but I can’t find it.

EE doesn’t change themes like WordPress or Joomla or others apps you may be familiar with. It’s a little cumbersome at first (no dig!), but once you do it once or twice, the procedure is easy. Plus, there’s reasons why EE does it the way it does that actually makes it simpler to develop and work on your own templates.
Do a search for “changing themes” or “changing templates” and you’ll find a lot of info.
