Unable to Load Site Preferences on Fresh MSM install

    After fighting trying to upgrade an existing site, I tried this morning to install a fresh copy of EE and MSM. The install goes great, but as soon as I turn on MSM, the site breaks with the message: Site Error: Unable to Load Site Preferences; No Preferences Found

    The only thing I have done is install EE, upload MSM files, turn on MSM. No other changes have been made. It’s a brand new server running Apache/2.4.7, PHP 5.5.9, and MySQL 14.14. The site fully passes the EE server wizard. The same server is currently running a EE 2.9.2 site with MSM installed with no issues.

    The only thing that I’ve tracked down so far is that the exp_sites database table didn’t have the last column for site_pages. I manually added that column with no change. I then manually placed in the data from the current, running site in that column with no change.

    I’m at a loss for ideas on what to do.
