Unable to login to CP - unstyled login screen

I recently upgraded from 1.7.2 to 2.7.2
Currently, I am unable to login to my Control Panel. I see an unstyled login panel but when I enter my info the page just refreshes.

My system folder is correctly inserted in the admin.php and config.php.

I am not using any plugins or extensions that I am aware of. I have tried most of the suggestions I have seen through various posts in the forums. ie. Zoo Admin

I am able to edit the db with phpAdmin.

Any ideas why I’m not able to enter?
