I have no discussion forum, only EE.
Could you tell me please should I upgrade my EE 2.3.1 to the latest version if I want to install discussion forum? Or I can just buy forum and add it to old version of EE.

Others have reported issues with the new forum version running on previous versions of EE. You may need to upgrade to install current forum. In any case, make sure you back up your db and files before upgrade.
