For file uploads it is necessary that the permissions of the upload folder are 777. I would say it is a security risk. Why could it not be 755?

Try it and see if your server allows 755. If so, then you are golden. I’ve got several installations running 755 on upload folders. If it doesn’t work, it is more a result of your hosting provider’s environment than EE.
