All of EE in fact is one hour too fast. I’ve checked the system time via CLI, Plesk and PHP’s date() function and they are all returning correctly. I’ve tried enabling and disabling DST in EE.
Why is EE one hour ahead of the system time?

Been seeing the same problem but never actually tried to solve it since there is that offset option where I just put -60 on to set it back.
Does it cause you any specific problems?
Just incase, for my future project.
