Despite the settings in a membergroup, users can not change the screen name (via the CP) from another member without typing the password. A Super Admin can. Is this a bug? Or is this normal behavior? If it is, is there a way to hack this?

Thank you for posting your question.
You are correct, this is by design. Only the SuperAdmin can change the screen name of other accounts. I am not aware of a hack or Add-On that will bypass this.
