With Multisite Manager - can access be controlled for each site? That is, four sites, four “managers” that can log into and control only their site only? All while a top level user has access to all the sites?

Yes. Membergroups conceptually site on top of sites and you can configure what permissions a Member Group has on a per-site basis. With MSM installed when you are editing a Member Group you’ll see a site drop-down at the top of the Member Group config screen. Change that to the desired site then configure the Member Group appropriately.
