I’ve duplicated all data from the default site; however, none of the settings I had set in the Publish Layout seems to have been brought over. Is this a bug?

I was able to confirm this.
It’s not a bug, more of an expectation. I think you could make a case for either. Having the publish layouts duplicate would be bothersome for some users, but a must for others.
But if you would like to, you can file a Feature Request. It’s a good idea!
