Problem: When logging in to CP, redirect back to login.
Specifics: v2.4.0. Upgraded from 2.3.1 yesterday after problem discovered. Two other EE sites (running 2.3.1) on same server work fine. URL strings indicate that no session ID is being generated. Dedicated IP.
What can I try? This is urgent.

I did a fresh install, replaced the db, copied in templates and addons and now have access.
