Is there any way to add instruction notes to channel fields or member fields that aren’t one’s you create yourself ?- like title, and lots of the built in members fields. Is it possible to add instructions/notes to CP pages in any way that will be seen by all users? Seems that you can only add notes to be seen by yourself, even if a superadmin.

I do not think there is a way to add instructions to Channel Fields. You can make a Feature Request and see if the community wants this feature as well.
