Here I read how the publish/edit page can be customized. But I cant find it in my installation (v2.3.1 - Build: date 20111017)

Basically you go to an entry in edit mode, and click the “Show Toolbar” link in the upper right-ish area of your screen.

Boyink nailed it. There’s a tiny link on the right side of you publish screen. I’ve attached a screenshot for you. Does that help?
