Low Reorder 1.2.1 isn’t restricting entries by category (EE 2.3.1). I have entries filtered by category, with categories checked in two category groups, and Low Reorder returns all of the entries without filtering them. See settings in attached screenshot.

I figured out that Low Reorder doesn’t restrict entries to the categories you select, it includes entries that match any of the categories. I worked around it by using a combination of categories and custom status.
