Please disregard the question; I totally overlooked the Enable Group Security Lock setting.
Hopefully this will help other people having the same “problem”.

As the title suggests, I’d like to know what user rights are necessary for a member to create a members.
I have a member group which I’d like to be able to create other members and assign it to other member groups. Sort of like a superadmin, but less rights.
Even checking all the options in the “control panel administration” section doesn’t seem to solve this.
They are able to create new members, but aren’t able to assign member groups.
