Update: [Fixed]
I had to move the language file to third_party/pur_accessible_captcha/language/english from expressionengine/language

After updating my site to 2.1.3, I run into this error when I try to visit the index or the admin panel of the site.

An Error Was Encountered

Unable to load the requested language file: language/english/pur_accessible_captcha_lang.php

I’ve already re-uploaded the old system/language folder, and pur_accessible_captcha_lang.php exists in the right location, as far as I know.

Update:
I’m thinking this old plugin doesn’t work with 2.1. I found the newv version here (http://devot-ee.com/add-ons/accessible-captcha/), but I can’t install it without uninstalling the old version first. However, I can’t access the admin to uninstall because of the error above.
