I had the same issue. My hosting provider told me that EE seems to set the owner of the folder (_thumbs) to Apache.
By doing this, a server user is unable to change the rights to 777.

Are you currently experiencing this issue? This behavior changed in newer versions and I haven’t seen it come up recently.

A new build of EE has been released - build date 20110406. Can you please update your installation to that build and test this again?
