Hi,
I was wondering if it’s possible to allow a user to add a category via SAEF, if they have permissions to that category group? If so, do you happen to know of any documentation on this in the wiki or user guide?

No functionality for this I’m afraid. In EE2.x now that we have SafeCracker acquired it would make a great feature request though
