Could not find update step: database_changes

Hi there

I was updating my EE from 1.6.7 CORE to 2.1.3 and I followed the steps shown here http://ellislab.com/expressionengine/user-guide/installation/update_from_1.x.html

However after I started the installation I encountered this error: Could not find update step: database_changes

Please help me out on this.

I fiddled around with stuff and it seems I solved the problem finally. Probably some file confusion. Thanks.
