Hello, I’m taking over an EE site for a new client and moving it to a new server.  I’ve copied the database over to the new server and have copied the files over. When I changed the config.php file with the new information I keep getting the following message when trying to access the Control Panel “Database Error: Unable to connect to your database. Your database appears to be turned off or the database connection settings in your config file are not correct. Please contact your hosting provider if the problem persists.”  What is the $conf[‘db_prefix’] = “exp”; line in the config file and should this be changed for the new config?  Are there any other items that needs to be reviewed/altered so that I can access the control panel?

Are you sure the new database username in the config.php file is a user that has ALL privileges checked? Also, check that the directory and file permissions match as noted in the install docs in the User Guide.
