Date displays different for members with same time zone localization

Entries are displaying incorrect times for most members of a site I’m working on.

All members have the same localization settings.
Time zone = (UTC -5:00) EST
    Daylight Saving Time = No

The incorrect times are always 1 hour ahead.

With some troubleshooting, I’ve found the times will display correct if the date field is set to use “Fixed” time instead of “Localized”. I’d be fine with having all times set to Fixed, but it has to be set manually each time, which A) is annoying and B) won’t work because entries are added with a SAEF.

    Two questions:
    1) Is there something I could be doing wrong for the times to display differently with the same localization settings?
    2) Is there a way to get SAEF dates to use Fixed time instead of Localized?

I’m using the latest build: 2.1.0 Build: 20100810

Figured out a fix. Still not exactly sure why it was different for some members, but at least it isn’t broken.

In Admin > Localization Settings I changed, “Daylight Savings Time” to no. Now all dates show up the same for everyone.
