How do I add an outside link in the control panel

I’m trying to add a link right on the homepage of the control panel by modifying the cp.home.php file. I think it needs to use the $DSP syntax but I’m not sure how it’s written. Please show me what a generic link would look like if I want to place it after this code:
```
$r =     $DSP->heading('Tutorials').
                $DSP->br().
```
