Need to create mailing list for a small business. They will collect email, postal,and phone contact information. Is best option using member management or create a weblog? If member management is there a good how to resource for that?

You could use a weblog I think and setup fields in a Stand Alone Entry Form to collect the required fields, then create a template for admin to access only via a SAEF which would have an email form on feeding in all the email address to a BCC field to email them all, at the same time displaying a list of all those who submitted details using standard EE Weblog tags to display their data however you like.

IMO using the member managment would also work fine you would need a custom profile fields for anything not catered for then create a stand alone registration form - this way you could easily email from the CP.

Otherwise you could use a third party mailing list manager that can capture additional details.
