I am trying to resolve a few problems with sorting utf8 chars.
According to your article:

we put the set names to “utf8” - you should correct your article there because “utf-8” is not correct.
However if we make the above change we cannot login to the CP panel and also the login page is white (no templates are loaded).
Could we resolve this without reinstall the expression engine? We are almost ready to make the site available online.
