This question may be related to a resolved thread.
I’ve got the same issue. For some reason my IP is reporting 0.0.0.0. I’ve done all of the other steps as well and still can’t start a New Topic in any forum category. Anyone have any clue why this is happening?

Hi-
Did you try Ingmars suggestion from the related thread?
Turn OFF:
- Require IP Address and User Agent for Login
- Require IP Address and User Agent when receiving comments
- Process Form Data in Secure Mode
in Admin > System Preferences > Security and Session Preferences.
Does this help?

Hi mnh-
I came across a related thread. It has to do with your local setup running IPv6 instead of IPv4. This thread is related to EE2 PB, but the fix still applies to 1.x.
Here is the link to the related thread. If you follow the thread down, there was a few resolutions that may help you.
