Is it possible to allow someone access to only certain weblog entries and not the entire weblog?
Also - can i set it up to where certain members can post a new weblog - but it has to be approved by me before going live?

No, there are no per-entry permissions. As to your second issue, you’ll want to look into setting up a workflow.

Although not exactly what you are after it might be a start possibly?
Restrict Entries (to Member Groups or Guests)
