XAMP or WAMP for windows is one or the other preferred for installing EE locally?

They should both work, you’ll have to try them both to see if you prefer one over the other. I have had success with both for what it’s worth.

Had used XAMP for ages then took a look at WAMP and it just seemed to be a whole lot tighter package than XAMP but as Ingmar says it really comes down to personal preference

I too, tried WAMP recently after having used XAMPP for years!
While I did link WAMP, I removed it simply cause XAMPP seems to offer more security for me.
Even though I run on my home machine, it is wise to always secure your MySQL and file access, which XAMPP alerts you to the fact that by default, it is NOT secure. But helps with securing them.
I did not get that with my WAMP install.

I really like Xampp http://www.apachefriends.org/en/xampp.html
Xampplite pretty much does the job for a basic setup, even on a thumbdrive 😊

I personally like what I’ve seen of WAMP.
I’ve also used UniformServer and it’s pretty straight forward to use as well.

Hmm sorry for posting in here like this but just noticed Capt. Mike’s signature text about my 720 ExpressionEngine installations. It’s actually a lot more than that but didn’t want to scare people too much!! 😉
