Is there an option to have a unique email per user group? 

Say I’m running 2 sites through MSM and I have a user sign up at both sites with the same email.  Obviously, if I have the option checked to deny duplicate email addresses this user won’t be able to register.

But if I assign each site in the MSM it’s own user group and had an option for ‘unique email per user group’ I could hence have this ‘issue’ solved.

I think that the basis of your question may be a bit off; membership is installation-wide; a user does not register separately at all sites - the one account works on all Sites.
