I would like to take an external RSS feed and use it to make a post to an EE blog. Essentially I want to archive an external RSS stream in my database. Seems like this would be handy for all manner of external services.

Is there a plugin that does this? Or has anyone tried something similar?

EEFlickr is the same idea but for the flickr API:

There is a tool for wordpress that does this with twitter (but also uses the API):

Look for FeedGrab in the plugins forum.

As a note, EEFlickr doesn’t scrape the images into the EE database; it just references them.  If that is what you want, you could use Magpie instead for an RSS feed.
