It appears that EE defaults to GD2 if it’s available for use. Is there any reasons one should use Imagemagick instead?
In other words, if you have access to both GD2 and Imagemagick… what’s the best one to use?

ImageMagick, if you have it. Higher performance, still slightly better quality, although that gap closed with GD2 (but is very noticeable with GD, eg.)
In practical terms, it probably doesn’t matter much 😊
