For the Forum, there is an Extension for this. For the weblog, yes, it is possible out of the box.

There’s actually a Wiki entry for it incase you need to make sure it validates in XHTML.
I can verify it works great.

Here’s a weblog I made that allows the client to put YouTube vids in entries. It only requires the unique YouTube video ID.
