Where can I find the setting to allow member groups to immediately publish a weblog article, instead of having it pending or closed upon creation? I can’t seem to find it anywhere.

Do you have a status group assigned to the weblog in question? Admin -> Weblog Administration -> Weblog Management -> Edit Groups.

No, the status group is set to none. Should it be set to a status group, like the default status group? I don’t see how that makes much difference.

Yes- if you don’t have a status group selected, then for everybody but superadmins, the entry will be closed. Be sure to assign a status group to the weblog and it should clear things up.
