On the Communicate Page, there is a an option called “Send to Mailing Lists”. Can this be configured to use mailing lists already set up in Exchange Server?

Greetings, carelogic, welcome to our community!
That particular checkbox can not be used in that way; it is intended to be used for mailing lists handled by ExpressionEngine.
If your Exchange Server mailing lists have addresses, you could send to that. Otherwise, you may need a custom solution to integrate that information.
