I’m putting together a site for a newspaper where all sections share some fields, for instance “title” and “author.” Beyond that, different sections will need specific fields. Is it possible for me to have all weblogs belong to a general field group and a specific field group?

Currently it is 1 field group per 1 weblog, there are feature requests to change this - so you could add your voice to one.
You may wish to note that title is not a custom field but is always present; and you could set the author as a member, if that would be appropriate, in the author drop-down.
