When posting a new topic to the EE Forums, there is an option for “Attach files to this post” and “Add a poll to this post”. It appears that you can also add a link to a file that shows the count of the amount of times a file has been downloaded from the site. I’m running EE 1.6. Can these options be built into the blog entries and comments and, if so, how? Or, is this something specific to the Forums module?

At this point, it’s specific to the Forum module. You may want to consider creating a feature request for that functionality.
BTW: The most recent build as of now is July 5. You may want to upgrade your signature and/or your site. 😊
