I’m not dead sure what you’re asking for- is it path_info support (discussed in this kblog entry)? In other words- you want to not have to force query strings?
If that’s it- I may move you over to the ‘General Forum’- as setting up a windows server is going to be a bit beyond EE support. But- let’s clarify what you need help with so I’m dead sure what we’re talking about.

When I run the Check Requirements for ExpressionEngine wizard it states that URL Segment Support is “suggested”. How do I enable this?

michaelITSCPL, Windows servers don’t support path_info. If you query for path_info and iis, you may be able to find more information on that topic.
I’m going to move this to the General forum as Robin suggested, since this topic is outside of our support areas.
