Is there a way to get the full 2.9.2 version download without spending the $300 on a license first? I fully intend to purchase the license, but I work with a small company and we need to keep our overhead low.

Best to ask sales@ellislab directly, but pretty sure the answer is going to be no.
Either start with Core & update later or pony up the $ to buy the full thing…;)

There is really not that much that you can’t do with Core that would keep you from building out a site and then upgrading it to a legitimate license.
But I’d also like you to think about what you are asking. Would you go to a car dealership and ask to drive a car off the lot for a couple of weeks because at some point you intend on purchasing it?
