Does anyone know of a solution to use with EE that will allow a site to allow users pay for a associated bill, tax or fee and then be able to view the history of payments made? Some of these taxes or fees might be easy, while others might have some custom formula (late payments or whatnot).

We have a RFP from a City Government to build out a site and this is the only feature they are requesting that I have no clue if EE could handle.

    Any help/suggestions would be appreciated!

You could look at Cartthrob as it allows you to create products on the fly. Probably you would set up a few default “products”, one for each type of payment (Bill, Tax or Fee), then allow the customer to input their own price for the amount they need to pay. For formula based payments you could either use custom products fields or use some javascript to produce extra fees as needed?
