site offline but still online?

This is the first time in my history of using EE.
I have turned system Off from admin panel. But (debugging is on) when i went to FE, config is still saying
is_site_on = y

This is so weird…. using 2.8.1 but was about to update it to 2.9 so therefore I first place spotted this one..
Config.php has 666, so im clueless why this is happening.

Ideas?

EDIT. this is getting more weird.
I uploaded config.php and it has site set to “n” but still the site on online and FE debugging shows that site is on too…

How come this is possible that if config.php has “n” but yet the site is online?

Super Admins can always still see the site when it’s offline, and you can allow other member groups to do the same, if/when they are logged in.

Might that be what’s going on?
