Where is the File Manager?

I am assisting someone who inherited a website that runs on ExpressionEngine 1.6.8.

We need to update an image on the site, but I am unable to find where it is stored. It appears, from reading the User’s Guide, that I need to access the File Manager, where I will be able to replace the image, but I can’t find the File Manager. Any help? Or more info needed?
