New to EE, but have a fairly solid grasp on the basics. 

Here’ my issue:

The CP does not seem to be loading JQuery.  The File Uploader at the bottom of the Publish and Edit pages does nothing.  The DatePicker calendar does not load when publishing or editing entries.  Images can not be deleted when clicking the “X” on safecracker file-types.

I’ve read about similar issues in the Archives, but am not sure how to implement the solutions. Example:

I’m running EE 2.4 on a live site.  Any suggestions?

What ftp method did you use to upload the files, binary or ascii?

I inherited this issue, so I’m not sure how the FTP was done.  Would reinstalling the ee core help this issue?  If I do that, which method should be used?

Not sure you would have to re-install, just use auto on your ftp client and that should simply replace the files, unless the core was hacked then it could go a bit haywire.  This may not fix the issue and it could be that the core was hacked if the jquery is not working, just some thoughts.
