It should. Presuming you would want to exclude periods in both SC and the Control Panel, there is no harm in trying to apply it there and see the result.
Looking through SafeCracker code, it looks like it loads all the same libraries for this grunt work.
If you make the change and it doesn’t affect SafeCracker, let me know and we’ll hack out a fix.
