What is your definition of ‘dynamic’?
Do you want them to display randomly?

SEOLite is a free add-on that works very well for that. You can find it on Devot-ee.com

SEOlite is one of the more popular methods, can you give that a try and let us know what you think?

Lets say I have two templates; projects and services

Both templates use “header” template to display logo, menu and other stuffs.

In both the template (ie projects and services) I have embedded the “header” template.

    So here is the problem

If the header is included in projects template, the embedded header need to display title, meta-tags relevant to projects and in services template, the embedded header need to display title, meta-tags relevant to services. So you see the header is not static, but dynamic.

Will check on SEOlite. Thanks for the help.
