I’ve got a site with 3 superadmins (myself and 2 other guys). I thought it would be useful to restrict our screen names, so that only we could use them. So I added our 3 names in the “Restricted Screen Names” box of the “user banning” page in the admin panel.

However, when I subsequently tried to post a comment, I received an error message telling me my name was restricted. So evidently EE restricts everyone, including the superadmins, from using restricted names.

Is there any way to restrict everyone EXCEPT the superadmins from using a screen name?

I don’t see a way to set for that. I didn’t find anything on Devot:ee either. I think it would be possible to write an extension that checked on registration, but that’s just an idea.
