Does the error “Site Error: Unable to Load Site Preferences; Invalid Preference Data” occur because someone is on MSM only?
If they are not on MSM, is it still possible to get this error?
Is the answer from http://ellislab.com/forums/viewreply/987639/ the verified fix?
Just wanted to understand this better.

Hello joann22,
Thank you for posting your question here on the ExpressionEngine forums.
The errors there are not particular to an MSM setup. That error comes from a failed update. When the update fails and a second attempt is made, then the “fragments” left in the DB can cause these errors.
I would back up everything to take precautions of course. I would also suggest trying this in a dev environment if you can.
