I’ve got an unusual situation where in my plugins page the only plugin listed is Magpie RSS Parser. Even the first party XML Encode plugin is not listing.
I’ve removed all plugins one by one to see if I could find the problem, but that didn’t help. I also noticed the problem immediately after installing low variables so I uninstalled that and still no change.
The thing is I’m pretty sure this was working before, though I haven’t been into the CP of this site in a few weeks working on code so could be wrong.
Interestingly using all plugins appear in the Health Check Accessory

seconds after posting this I found that when I uninstalled the health check accessory plugins appear again. Will follow up with the developer. Feel free to close this thread out.
