Nothing installed. Fresh like a baby. My permissions on the image folders are good but regardless the page wont even show up correctly.

I am sorry to hear you are running into this bug.
That is annoying and has been reported as a bug. It will go away if you give the fix in the Bug Tracker a spin. Please try that and let me know if the problem persists.
