Control Panel Theme

Hi,

I have a customer that I am updating their site built on EE 1.6. but the company that originally built the website also edited the Control Panel theme and layout.

Is their a nice simple straight forward way to revert the control panel back to its original state? The original developer disabled the plugin manager which i need to access.
