The second EE migration we’ve done and the second time we’ve hit this error with no way to solve it. For the first site things just seem to have fixed themselves “magically” somehow.
- Base path is correct (Global Template Preferences) - using the full absolute path
- safe mode is off
- all template folders are 777 and belong to the FTP user for this site
- I’ve restarted Apache
What else can we do? Help??

SOLVED
You have to apply 777 permissions to the /system/expressionengine/templates folder ITSELF, not just the folders within that folder.
